Who We Are
California Association of Federal Firearms Licensees (CAL-FFL) is California’s most effective advocacy group for Second Amendment and related economic rights. Our members include firearm consumers, dealers, training professionals, shooting ranges, and others who participate in the firearms ecosystem. Brandon Combs, President
In addition to his responsibilities overseeing all aspects of operations at CAL-FFL, Brandon Combs serves as the Executive Director and Secretary of The Calguns Foundation (CGF) and Managing Director of the Firearms Policy Coalition (FPC), a national coalition of state-level Second Amendment rights groups, which he and other gun rights leaders founded in 2012. Combs also serves as an advisor to a number of other nonprofit and Second Amendment advocacy organizations located throughout the United States. When not working to secure freedom, he enjoys camping, fishing, the shooting sports, and spending time with his Akita, Holly.
Wesley Morris, Secretary
Wesley Morris is a World History teacher at Taft Union High School in Taft, CA, and also owns Ten Percent Firearms in Taft. Wes serves as a member of The Calguns Foundation board of directors, the secretary and a board member of the Taft Sportsmen’s Club, the Chairman of the Southern Central California State Friends of NRA Committee, and is a lifetime member of the NRA. He is the past Chairman of the Taft chapter of Friends of the NRA. Wes earned a Master’s of Education degree from the University of La Verne and a bachelor of arts in political science from the University of California, Los Angeles. Wes is married to his wife Kelly and has one son. He and enjoys going to church, hunting, shooting USPSA, X3 Multi-Gun, and assists in the operations of the Taft IDPA program. Mr. Morris specializes in understanding federal and state firearms laws and was an early pioneer in making “off list lowers” available to Californians.
Michael Baryla, Treasurer
Michael Baryla is the Treasurer of CAL-FFL and the owner of Tracy Rifle and Pistol in Tracy, CA. Mike earned a bachelor of arts in international relations from the University of San Diego. His specialties include building and shooting AR-15 and AK-47 type firearms as well as understanding state and federal firearms laws. His education and business acumen helped him to quickly grow Tracy Rifle and Pistol into one of the largest firearms dealers in Northern California. Mike is an outspoken Second Amendment supporter and an avid collector of firearms of all types, having sent in his 03 FFL application into BATFE on the day he turned 21. When not selling firearms and supporting the Second Amendment, Mike enjoys watching the San Jose Sharks and playing in a roller hockey league.
Craig DeLuz, Legislative Advocate & Member Relations
As the registered lobbyist for CAL-FFL’s members and the California firearms industry, trainers, collectors/consumers, and shooting ranges, Craig DeLuz advocates on a daily basis for Second Amendment, economic, and related rights throughout the legislative cycle. DeLuz previously worked as Legislative Director for former Assemblyman Tim Leslie and, most recently, as the Deputy Chief of Staff for former Assemblyman Kevin Jeffries.
